About Us

Our work is informed by more than 20 years of senior executive leadership across Justice, Corrections, Health and major infrastructure portfolios. Founder & Director Ian Robb has led the contract management function on Australia’s two largest social infrastructure PPP portfolios, overseeing multi‑billion‑dollar health and justice arrangements and the operators who deliver these services.

Ian has overseen some of Australia’s most complex PPP and outsourced service arrangements, leading contract transitions, commercial negotiations, operational readiness programs and governance uplift initiatives that directly shaped service continuity, public value and operational performance.

In addition to leading contract management functions, Ian has held senior operational leadership roles, including General Manager of a major correctional facility, Head of Operations for a PPP prison, and senior security and investigations roles across both public and private sectors. This combination of front‑line operational leadership and system‑level contract stewardship gives Robb Contract Management Advisory a uniquely practical, grounded perspective.

  • Oversight of some of Australia’s largest social infrastructure PPP and outsourced portfolios – Ian has managed portfolios exceeding $20 billion, including health and justice contracts. This included responsibility for performance regimes, service payments and abatements, failure events, commercial risk, change control and system‑level governance.
  • Leading major operational transitions and commissioning programs – Ian has delivered multiple large‑scale transitions of service and infrastructure contracts, ensuring continuity of operations, compliance with contractual and legislative obligations, and alignment with service delivery models.
  • Negotiated and led complex commercial outcomes – Ian has represented the State during negotiations for two full‑service PPP prison contracts, securing improved operational efficiency and strengthened compliance. Negotiated PPP modifications and augmentations totalling ~$150M, including capital works delivered on time and on budget. Managed high‑stakes matters involving abatements, failure events, financial capacity issues and changes in control.
  • Designing and embedding governance frameworks – Ian developed and implemented a Contract Management Oversight Framework aligned to Partnerships Victoria, strengthening state stewardship of major infrastructure assets and embedding consistent monitoring, reporting and assurance controls.
  • Providing authoritative advice to senior executives – Across multiple portfolios, Ian has provided high‑stakes advice on contract risk, operational impacts, commercial implications, performance issues and system‑level governance. This includes advising on performance issues, failure events, modifications, commercial risk and operational impacts for major PPP and services contract arrangements
  • Operational leadership in complex, high‑risk environments – Ian’s operational background includes General Manager of a major correctional facility, with full accountability for custodial operations, commercial performance and governance, Head of Operations for a PPP prison during commissioning and early operations and Security Manager and Senior Investigator roles in high‑risk environments.
